To the Editor:
Re: "Kincardine repeals controversial pipeline bylaw; uses reserve to cover debt

I understand that Kincardine council has rescinded the bylaw in regards to the lakeshore waterline issue in Wards 2 and 3 (former Bruce Township and Kincardine Township) and that the stranded debt for the waterline ($1.5-million) will be paid out of the Health Special Charges Reserve.
I further understand that when landowners hook into the line, they will pay the capital charge for the waterline plus the hook-up fee.
As you know, most of the ratepayers will never hook up to the line and this has been verbally confirmed at more than one council meeting.

The health care reserve funds should be used for the Kincardine hospital and the Kincardine Community Medical Clinic in our municipality, not for a handful of ratepayers who refuse to pay for their waterline.

It clearly states on our tax bill that this health charge is over and above our tax levy amount. It is illegal and morally wrong to use funds collected for health care on something other than health care.

The hospital board (South Bruce Grey Health Centre) is attempting to get an addition and repairs to our hospital, and the clinic will eventually need repairs. My understanding of “health care reserve” is funds for the clinic or hospital which are used by every resident in our municipality and the surrounding area.
